Feature Story: MiC + High West Development

In recent years, Modular Integrated Construction (MiC) has garnered significant attention within the construction industry. Championed by the Hong Kong Government, the innovative technology has emerged as a solution to alleviate immense pressure on local construction industry - severe labour shortage due to the aging demographics, threatening tight project timeline and increasing project cost.

Based on the concept of “factory assembly followed by on-site installation”, MiC involves the manufacturing and assembling of free-standing, fully-furnished modules in the off-site factory. Once completed, these modules are transported on-site for final installation. The High West Development (HWD), marking HKU’s second foray into MiC, comprises four towers: two 19-storey student hostel towers atop a single-storey podium, and two staff quarter – one 19-storey and the other 20-storey - as pioneering private residential MiC pilot project. Through this example, this essay will analyze the effectiveness of MiC in practical applications and explore its future potential.

Design Flexibility and Efficiency

HWD employs an advanced hybrid MiC system, uniquely integrating reinforced concrete floor slabs and fire-rated walls with a slim steel structural frame devoid of cross-bracing. This strategic combination delivers the long-term durability of concrete alongside the lightweight strength of steel, facilitating easier handling and rapid assembly. Externally, aluminium cladding provides thermal insulation and weather resistance, supplemented by comprehensive multi-layered waterproofing at both horizontal and vertical joints to prevent seepage. Internally, the inclusion of non-structural walls and durable built-in furnishings ensures long-term layout adaptability and low maintenance, creating a high-quality, sustainable living environment for residents.

Construction Workflow

Unlike traditional methods, MiC requires early contractor collaboration to synchronize off-site module fabrication with concurrent on-site foundation and structural works. HWD adopted a "Core Complete" approach, specifically tailored to the project's unique site constraints. On-site installation followed a rigorous factory-style workflow with a four-day cycle. By dividing the site into trade-specific zones, the management team optimized manpower, clarified responsibilities, and allowed successive trades to commence without delay, thereby greatly enhancing overall construction efficiency.

Technological Innovation

The project’s success is further underpinned by cutting-edge academic and industry collaboration. A blockchain-based mobile application, led by Professor Wilson Lu, Department of Real Estate and Construction, enables real-time, decentralized quality control. Restricted via cryptographic keys, this secure platform monitors up to 70 rigorous inspection steps per module, providing instant defect alerts and seamless communication between the mainland factory and the site.

Additionally, the Smart Planning Platform, led by Professor Wei Pan, Department of Civil Engineering, utilizes data analytics and mapping technologies to optimize logistics. Applied during the design stage, it dictates viable module sizes to prevent costly transportation bottlenecks. During construction, it evaluates traffic and road conditions to map optimal delivery routes. For HWD, this platform safely guided the transportation of large-scale modules through heavily populated pedestrian areas in Kennedy Town, prioritizing public safety while minimizing community disruption.

The High West Development (HWD) has been honored with the "Outstanding MiC Project (Design)" under the Construction Industry Council (CIC) MiC/MiMEP Achievement Awards 2025. This prestigious recognition highlights how the project demonstrates the practical advantages of Modular Integrated Construction (MiC) through meticulous design, construction, safety, and technological considerations.
